The catastrophic flash flood that tore down the Bhote Koshi into Nepal's Rasuwa district has exposed a major flaw in cross-border early warning systems between Nepal and China. Nepalese hydrologists state that the massive flood entered Nepal at approximately 8:40 a.m.. However, information about the surge reached Nepalese authorities only after the flood had already crossed the border, leading to a critical delay in disseminating SMS warnings. Experts assert that if Nepal had been informed while the flood was still building up in Tibet, human casualties could have been significantly minimized. Even a 20- to 30-minute advance warning could have provided enough time to close bridges, stop buses, evacuate riverbank settlements, and suspend operations at vulnerable hydropower projects. Although the two nations had previously reached an understanding to establish a mechanism for sharing water-related risk data after a similar flood last year, Nepal received no timely warning prior to this devastating event.
