TRIBUN-VIDEO.COM - Police have spoken out about the involvement of the GRIB Jaya mass organization in dispersing the crowd during the riots following the demonstration in front of the Indonesian Parliament Building. The Head of Public Relations of the Jakarta Metropolitan Police, Senior Commissioner Budi Hermanto, emphasized that the role of mass organizations in maintaining security is regulated by law. "They have a role, but they must not exceed the authority of the police," Budi said in a press conference on Wednesday (September 2, 2026). He explained that this regulation is stipulated in Law Number 16 of 2017 concerning Mass Organizations. Budi stated that Article 59 paragraph 3 letter c prohibits mass organizations from committing violence, disturbing public order, and damaging public facilities. Furthermore, Article 59 paragraph 3 letter d also expressly prohibits mass organizations from engaging in law enforcement activities. Budi emphasized that in securing the demonstration, the police only requested assistance from the Indonesian National Armed Forces (TNI) and several Provincial Government agencies. As previously reported, a group from GRIB Jaya, led by Rozario de Marshall, also known as Hercules, arrived at the scene during the riots. GRIB Jaya's lawyer, Wilson Colling, confirmed that Hercules was in the group that night. According to Wilson, their presence was intended to help control the crowd so they could return home safely. Wilson denied any official involvement by GRIB Jaya in the demonstration or the riots. "Organizationally, there was never any instruction to participate in the demonstration or action," he said.
