One hundred and seventy nine years later, the same ground holds the most secure building the state of Missouri owns. This is the full documented history of Fulton State Hospital and the Biggs Forensic Center: the governor's suicide that put an asylum on the table in 1844, the county bidding war that decided where it went, the low-bid contractor whose mistakes killed a child, the hydrotherapy tubs, needle cabinets and twirling chairs the state itself put in writing, the lobotomies that ran until 1966, and the fire of March 15, 1956 that killed nobody and destroyed almost everything.
