RUARAKA LAND SECRETES: How Francis Mburu Engineered a 36-Year Land Trap

In 1981, Francis Mburu’s companies acquired ninety-six acres of land in Ruaraka. Three years later, thirteen-point-seven acres were surrendered for the construction of Drive-In Primary School and Ruaraka High School—or so the government believed. But the land was never formally separated from the original ninety-six-acre mother title. This investigation reconstructs the letters, cancelled subdivision, proxy companies and government decisions that allowed the title deed to remain intact for more than three decades. In 2017, the same unresolved ownership record became the basis of a three-point-two-billion-shilling compensation claim. Despite an internal Ministry of Education report warning against payment, one-point-five billion shillings was released to Whispering Palms Estate Limited. The remaining payment was stopped after Ambassador Amina Mohamed took over the ministry and questioned the claim. Using court findings, official correspondence and the historical land record, this documentary examines the roles of Francis Mburu, Professor Muhammad Swazuri, Fred Matiang’i, Belio Kipsang and the institutions entrusted with protecting public land.
