Putin stated, "What surprises me is their attitude towards Russia as a whole. We have taken no actions whatsoever that would worsen Japan-Russia relations," and asserted that the deterioration of Japan-Russia relations is "entirely the responsibility of the Japanese government." He also emphasized, "We are ready to continue negotiations on a peace treaty and have shown a positive attitude towards many issues." Chief Cabinet Secretary Minoru Kihara: "Regarding the current difficult Japan-Russia relations, this stems from Russia's aggression against Ukraine, and we cannot accept statements that suggest Japan is responsible." Meanwhile, Chief Cabinet Secretary Kihara refuted this statement at a press conference this afternoon.
