Saudi Arabia Seeks $8 Billion Loan: Iran War Hits Oil Economy | Amber Zaidi
Saudi Arabia is exploring at least $8 billion in fresh borrowing as the economic fallout from the Iran war puts increasing pressure on Riyadh’s finances. According to reports citing people familiar with the discussions, Saudi Arabia’s National Debt Management Center (NDMC) has been sounding out banks about a potential new loan, while Saudi Aramco is also reportedly discussing financing with lenders. Both discussions remain at an early stage and may not ultimately result in transactions. The bigger story, however, is what this tells us about the economic consequences of the Iran war. Saudi Arabia recorded a 34.3 billion riyal, approximately $9.1 billion, budget deficit in Q2 2026, while the kingdom’s oil sector reportedly contracted sharply. At the same time, disruptions around the Strait of Hormuz, higher import costs, supply-chain pressure and attacks affecting energy infrastructure have complicated Riyadh’s economic calculations. And this comes at a critical moment for Saudi Arabia. Riyadh is simultaneously trying to finance its ambitious economic diversification programme, reduce dependence on oil and continue major investment plans. So the central question is: Is the $8 billion borrowing discussion simply a normal financing strategy — or is the Iran war exposing deeper vulnerabilities in Saudi Arabia’s economic model? In this analysis, we examine: Why Saudi Arabia is exploring approximately $8 billion in new loans The reported $9.1 billion Q2 deficit How the Iran war is affecting Saudi finances The impact of disruption around the Strait of Hormuz Saudi Arabia’s dependence on oil revenues What is happening to the Saudi oil sector Why Saudi Aramco is also discussing financing Saudi Arabia’s borrowing strategy The financial pressure behind Vision 2030 Whether high oil prices can offset war-related economic damage How regional instability is affecting Saudi trade and investment The wider Gulf economic impact What this means for global oil markets What this could mean for India’s energy security Whether Saudi Arabia can maintain its diversification plans The bigger geopolitical and economic implications of the Iran war THE BIG QUESTION Saudi Arabia has enormous oil resources and substantial financial strength. So why is Riyadh now exploring billions of dollars in additional borrowing? Is this strategic debt management, or is the war beginning to expose the financial cost of regional instability? And if the conflict continues, how high could the economic price become for Saudi Arabia and the wider Gulf? This video is an independent geopolitical and economic analysis based on publicly reported information. The reported financing discussions are preliminary and should not be interpreted as a finalized $8 billion loan.
