The magistrate's decision came after the Estado de S. Paulo newspaper revealed that Vorcaro consulted Moraes about whether he should leave the country, two days before his arrest by the Federal Police. According to Mendonça, the investigation indicates that the businessman allegedly set up a monitoring and influence network in various institutions of the Republic, allowing him to obtain confidential information.
