How Japan Built a $13 Billion Wall to Hold Back the Pacific
395 kilometres of sea wall. 14.7 metres at the tallest point. 1.35 trillion yen. And a design decision almost nobody outside the industry noticed. There is a street in Taro where you cannot see the ocean from any window. Residents climb thirty steps to a platform to look at the water they have fished for four generations. This is the full engineering breakdown — every problem, every solution, every number. Taro already had a wall: ten metres, double line, an X across the bay, holding since the fifties. On 11 March 2011 the water went over it in under two minutes. At least 140 people died, some of them standing on the wall, because the wall had always been the safe place. Forty kilometres away Kamaishi had the deepest breakwater in the world — 63 metres to the seabed, thirty years, $1.5 billion. The tsunami did not overtop it. It pushed the caissons off their foundation. Around ninety percent of the defences on that coast failed in one hour. Except in Fudai. A mayor named Kotoku Wamura spent forty years being laughed at for a 15.5-metre floodgate across a valley of three thousand people, built 1972 to 1984. He died in 1997. In 2011 the water came up that valley to about twenty metres, the gate broke the main thrust of it, and the village lost one man — a fisherman who went back for his boat. So they rebuilt the coast. Sheet piles driven deep so the sea cannot scour underneath. Trenches cut below sea level behind temporary bunds, pumps running around the clock. Caissons the size of buildings cast on land, floated out, sunk onto rubble beds a diver checks by hand in centimetre visibility. Every levee armoured on the landward face, because in 2011 the walls were destroyed from behind while their seaward faces stayed intact. Gates that close on a seismic signal with nobody on site, because the men who drove down to shut them by hand did not come back. And a whole city centre in Rikuzentakata lifted three storeys on rock carried in by a three-kilometre conveyor. The engineering worked. The arithmetic is harder. The concrete is rated for the tsunami that comes once a century — for the other kind the plan is that you run, and the wall exists to buy the minutes that takes. The ground is settling, the sea is rising, and the towns behind it never filled back up. Japan did not build a barrier against the ocean.
