Impeachment Trial | Day 21

As a senator-judge, we want to hear both sides’ opinion on whether it is irregular or illegal for a Special Disbursing Officer to transfer confidential funds to a project officer who is not an SDO. Part of what we must examine is how Item 4.16 of the 2015 joint circular, which identifies project officers as accountable officers, applies to such a transfer. We will study the provision alongside the arguments of both sides before drawing our own conclusions.
