【ニュース】「大雨特別警報」頻発なぜ? 千葉・北陸短期間で相次ぐ 各地で土砂や浸水被害 #shorts

This month, record-breaking heavy rains hit Chiba Prefecture and the Hokuriku region. We asked experts why "special heavy rain warnings," which are said to occur only once every few decades, are frequently being issued across the archipelago. ■Fukui Airport Submerged The continuous rain transformed the landscape of the city. On both sides of the swollen rivers, wide areas were submerged in muddy water. In Fukui Prefecture, 20 rivers overflowed, causing roads to be flooded. Residential areas also continued to be flooded. Fukui City recorded the highest 24-hour rainfall in its history. Many immobile vehicles were found abandoned in the flooded areas. The record-breaking heavy rains that hit Fukui Prefecture from the night of the 29th. Due to the influence of the autumn rain front, active rain clouds continued to cover the Hokuriku region one after another. On the 30th, a Level 5 special heavy rain warning was issued for Fukui City, Ono City, and Katsuyama City. In Sakai City, where Fukui Airport is located, many homes were damaged by flooding. Firefighters rushed to the scene in response to rescue requests, but flooded roads hindered their efforts. Firefighter: "The water's up to our waists, so we'll just try to push through and call for help." Supermarkets were also busy clearing out muddy water. Supermarket employee: "(Q. How high did the water reach?) The inside of the store isn't too bad, but it reached about here where you can see the marks." The water reached approximately 5 centimeters above the floor. Furthermore, the flooding affected the merchandise. Supermarket employee: "(Q. What's the situation?) This is ruined because the power went out. It's unsellable. Everything, all around the wall. All the refrigerated items stopped working, so we have to throw them away. We'll throw them away tomorrow. It's despairing." The store had been without electricity because the circuit breaker tripped due to a short circuit. The estimated damage to ice cream, fresh food, and other items is expected to exceed 10 million yen. ■ "Stones" Along with Water and Mud A road in Ono City, Fukui Prefecture, is flowing with a massive amount of muddy water, like a river. When we visited a resident's home, we found that muddy water still remained under the floor. Residents affected by underfloor flooding: "I was shocked when I opened it up. Just as I expected." "I couldn't sleep because of the sound of the rain hitting the roof. It was bothering me." In Eiheiji Town, where the 24-hour rainfall totaled 390 mm, stones and other materials flowed down from the mountains along with water and mud. Nearby Resident "(Q. What about these rocks?) They came from the mountains." "It was scary, so scary. I didn't sleep." "Such huge rocks were rolling down the river." Nearby Resident "This is the first time it's flooded this much. It's scary. People could be swept away so easily." The three-way intersection usually looks like this, but large rocks have piled up along with the mud, making it impassable for cars. In Eiheiji Town, an evacuation order was issued for 8,800 people at one point, but there were no casualties. Landslides also occurred. Near a tunnel on the national highway connecting Ono City and Fukui City, the embankment collapsed, closing the road to traffic. Record-breaking heavy rain also hit the Hokuriku region on the 27th. A series of "linear rainbands" occurred, causing significant damage in Ishikawa and Toyama prefectures. Residential areas were submerged, and some houses were buried up to their roofs. ■Drone delivery of daily necessities… In Hakui City, Ishikawa Prefecture, utility poles have collapsed. The embankment has also toppled. Heavy rain continued intermittently in Ishikawa Prefecture on the 30th. At this house, cleanup work was underway. Town Chairman, Takashi Yamagishi: "I want things to recover quickly, but if the construction is delayed and secondary damage occurs, it might weaken even more. That's my biggest worry." The Tedori River and Dainichi River, flowing through Hakusan City, have risen in water level and become muddy torrents. The ground has become unstable due to the recent rain, and concerns about landslides are increasing in mountainous areas. Neighboring resident: "We live near this mountain, so it's a little frightening." Last week, many areas in Himi City, Toyama Prefecture, suffered flooding. In Himi City, 27 households and 49 people remain isolated in three districts. In isolated areas, drones were used to deliver groceries, toilet paper, and other daily necessities. ■ Nursing Home: Difficulty Using Stairs At a nursing home in Himi City, staff were busy sweeping away mud and debris. At this facility, the water reached the floor level of the first floor. The dining room, offices, and rehabilitation room became unusable. Honobono-en, Office Manager Kotono Urata "The water pump that brings water from the reservoir to the facility is broken, and it is expecte...
