Most advice about walking is written for people who already move. This one is for the opposite situation, for anyone who drives to work, sits at a desk, drives home and has been told to move more so many times that the whole idea now feels pointless. The relationship between steps and how long you live is a curve rather than a straight line, and the steepest part of that curve sits right at the bottom, which means the person starting from almost nothing has more to gain from every step than anyone else does.
