Juan Fernández, a former manager at Petróleos de Venezuela (PDVSA) with 18 years of experience at the company, who now lives in exile, analyzed the complexities of this pact in detail, questioning its legal legitimacy and the viability of its immediate promises. One of the most critical points raised by Fernández is the constitutional framework governing resources in Venezuela and the validity of the political agreement. The expert reiterated the rules of the game in the South American country: "The Venezuelan Constitution establishes that what lies beneath the national territory belongs to the nation." Under this premise, any agreement requires extracting the resource before transferring ownership. However, the power vacuum and lack of political representation weaken the foundation of the agreement. Regarding the US president, Fernández stated emphatically: "He has made an agreement with the interim president, which at this point means he lacks the necessary legitimacy to reach an agreement of this magnitude."
