Brazil has one of the largest prison populations on the planet: almost 1 million inmates. Only the United States and China imprison more people than we do. And even so, a large portion of our criminals are never punished. Of every 100 murders in Brazil, in the best-case scenario, between 5 and 8 end with someone convicted. Why?
