From a political science and historical perspective, the presidential report in Mexico constitutes one of the most revealing institutional mechanisms regarding the distribution of power, the balance of power among the branches of government, and the degree of democratic maturity of the State. This historical moment is characterized by the hegemony of the Fourth Transformation (4T), intertwined with the unavoidable pressures of North American geoeconomics, the demands of the relocation of global supply chains (nearshoring), and the persistent, and often empirically challenged, challenges in the areas of public security and territorial pacification. The act of accountability of the Executive Branch to the Legislative Branch is not a static phenomenon in Mexico's constitutional history; its legal morphology and practical execution faithfully reflect the political tensions of each era. The transition of the report from a mere administrative exercise to a ceremony of absolute acclamation, and subsequently to a document of technical commentary, illustrates the transformation of the Mexican State. The earliest antecedents of accountability in the country can be conceptually traced back to the "Sentiments of the Nation" of 1813, where José María Morelos proposed the subjection of the branches of government to the sovereignty of Congress. The design of the report as an untouchable monologue began to crumble as the Mexican political system transitioned toward effective electoral pluralism. The fundamental milestone that marked the beginning of the end of the old protocol regime occurred in 1997, when the PRI lost its absolute majority in the Chamber of Deputies for the first time in its history. With the rise to power of Andrés Manuel López Obrador in 2018 and his subsequent succession by Claudia Sheinbaum in 2024, the format of the report has undergone a new metamorphosis that merges technical compliance with mass mobilization. Under the political philosophy of the "Fourth Transformation," the Executive Branch formally complies with Article 69 by sending the written document to Congress—a function delegated to figures such as the Secretary of the Interior, Rosa Icela Rodríguez—but shifts the symbolic, discursive, and media weight of the event to the public square. To understand the magnitude of the structural challenges Claudia Sheinbaum faces when delivering her second government report (September 2026), it is imperative to establish a baseline for comparison with the context of her first report in 2025 and trace the evolutionary trajectory of her administration. Sheinbaum's first report, presented a year after her electoral victory and just months after formally assuming the presidency, was characterized by a climate of victorious transition and undisputed political hegemony. During this first period, the achievements showcased were anchored in the recently approved reforms and the social indicators of the outgoing administration, which she inherited and promised to expand. President Claudia Sheinbaum's popularity remains remarkably strong. Polls conducted by nationally recognized firms around mid-2026 show her approval ratings steadily fluctuating between 69% and 73%. Recent reports, such as Sheinbaum's first State of the Union address delivered to a packed Zócalo in Mexico City or in the halls of the National Palace surrounded only by her cabinet and special guests, reconstruct a postmodern version of the old presidential address. Acclaim has returned, but no longer emanating from a compliant Congress, but rather from a public and territorial legitimacy of popular mobilization, leaving the Legislative Branch to handle the technical aspects of the report behind closed doors.
